Since 2003 

  • Necso - China State - Hip Hing Joint Venture - Commercial Manager on KCRC project for East Rail Extension Ma On Shan Line, (Contract TCC 200 and TCC300) overall contract value upon award in 2000 HK$ 3.3 billion. Responsible for the management of claims preparation and service. Managing teams comprising claims authors, quantum and forensic programme analysts, expert witnesses, independent expert advisors and legal services. Over 55 claims for additional payment and extensions of time prepared and submitted covering a range of highly complex topics accumulating in value in excess of HK$ 2 billion. Additionally responsible for dispute management and preparation, the direction of experts and liaison with legal services related to on going mediations and arbitrations. Total staff under management 32.

2002 - 2003

  •  In early 2002 Gammon - Nishimatsu Joint Venture, appointed me to act as Commercial Manager on the KCRC project for East Rail Extension Eats Tsim Sha Tsui Station (Contract HCC 300) and MTR TST Station to TST Station pedestrians Subway (Contract HCC302), overall contract value upon award in 2001 HK$ 1.92 billion. Responsible for the overall direction and management of commercial, finance and administration with particular emphasis on delay recovery strategies and financial proposals, cash flow, cost and budget control, monitoring and reporting, contractual advise and claims management, administration. Claims prepared and submitted for extension of time and additional payment in excess of HK$ 450 million. I reported direct to the joint venture board and managed a staff of 23.

1989 - 2002

  • I joined Dragages et Travaux Publics (HK) Ltd., (a Member of Bouygues Group) as a Project Quantity Surveyor for the Kwun Tong Bypass Phase II/III project (1989-1992) with a contract value HK$ 1 Billion, it was at that time the single largest ever Hong Kong Government contract awarded to a contractor.

    By 1992 I was promoted to Chief  Quantity Surveyor overall responsibility for financial management on civil works, encompassing

    • cash flow,

    • cost and budget control, monitoring and reporting,

    • contractual advise and claims management,

    • administration and management of Quantity Surveying and Programming Dept.

    Contracts which I managed included:-

    • 1992-1993, Lantau Fixed Link (previously called Tsing Ma Bridge) Tower Construction, part of the Hong Kong Airport Core Programme,

    • 1993 - 1996, I was appointed the Commercial Manager on the Central Reclamation Project, HK$ 2.5 billion, Client Mass Transit Railway Corporation

    Since 1997, as  Corporate Chief Quantity Surveyor and then since 2000, Deputy Director I  have been involved in all Hong Kong contracts for building and civil engineering activity, which amounts to an annual turnover exceeding HK$ 8 billion.

    Presently my brief extends to: 

    • risk analysis and contract assessment for major contracts pre and post bid,

    • construction procurement,

    • major claims administration, negotiation and settlement;

    • dispute management;

    • corporate insurance arrangements for all of Hong Kong and South East Asia activities, and

    • responsibility for the management and development of corporate policy and procedures for contractual and commercial management of our regional turnover.

1985 - 1989
  • Mass Rapid Transit Corporation as Quantity Surveying Group Leader responsible initially for Phase I tender preparation/award of the Station internal construction and finishing works for 12 underground stations in an overall value of   S$ 175 million in a period of 12 months. Promoted to position of Section Quantity Surveyor, 1986,  on Section 3 of the development comprising 4 design and build contracts covering tunnels, underground stations,  and one Engineer's Design for underground station with land and marine tunnels contract value S$600 million .
1984-1985
  • N.E.I. Projects Ltd.,  as Contract Administrator on the Rihand Super Thermal Power Station project in India, a turnkey project for the design through to commissioned running. Duties comprised contract drafting and tender documentation for Indian erection/construction of the 2 x 500 Megawatt coal burning power station, further responsibility for the development of contract procedures and strategy, advise on contractual arrangements and financial planning. Undertook initial tendering and award negotiations on the first six packages of Port Clearance and Inland Transportation, Material Handling and Storage, Site services, Construction Plant Erection, Boiler House Structural Steelworks, Turbine Generator, Cold Water Pumps, Steam Generator and Electrostatic Precipitators. Project value £ 506 million
1983-1984
  • Elliott & D'Arcy on the Fife Ethylene Project, Mossmorran as Senior Quantity Surveyor/Contract Administrator seconded to C.E. Lummus (Crest), managing contractor, responsible for the management of all QS functions on all field Contracts, administration, appraisal and settlement of contractual claims and disputes, assistance with internal and independent audit. Total project value £ 450 million, direct responsibility on £ 20 million with staff of five.
1981-1982
  • Project S. A. Construction Ltd., Quantity Surveying Manager, joined with the brief of setting up  Quantity Surveying Dept., responsible for the establishment of the department and the development of internal cost control procedures and financial management systems. Company turnover 4 million Bahraini Dinars.
1979-1981
  • Mohammed Jalal Contracting Ltd.,  Principal Quantity Surveyor carrying out the full range of quantity surveying functions: preparation of tenders; arrangement of final accounts, major materials purchasing and labour procurement. Preparation and negotiation of claims.
1975-1979
  • Harvey, Todd and Ledson, transferred from UK partnership office as an Assistant QS for works in Bahrain, UAE, Kuwait, Saudi Arabia and Lebanon carrying out the full range of professional services from pre-contract advice to Client through to final accounts. Todd and Ledson, joined as Trainee to undertake professional training, day release college course. Undertook normal duties associated with a professional office on building works.
